Jon’s hands-on commitment to Freeport Fountains is evidenced through nearly 30 years of fountain design, production, installation, operation and training programs development.

Joel M. Wolcott, PE, Principal & Chief Engineer
Stevens Institute of Technology and graduate studies at the University of Central Florida College of Engineering
Joel joined Freeport in 1987 and is a professional engineer licensed to practice in the State of Florida. Joel provides a broad base of knowledge on all aspects of fountain design and engineering including control design, PLC, and animation controller programming. Joel also oversees bidding, job costing and purchasing programs for the firm.

Charles F. Angelier III, Senior Project Manager
Engineering graduate of Essex College in Baltimore, Maryland
As a licensed General Contractor since 1972, Chuck brings extensive experience as a project manager and general superintendent on commercial and municipal construction projects for both the public and private sectors. In addition to being licensed as a General Contractor and as a Commercial Pool/Spa Contractor in the State of Florida, he holds contractor licenses in various other states.

Mark D. Lucier, Construction Manager
North Dakota State College of Science
With a degree in Metallurgy, Mark began his career as a member of local 420 Plumber & Steam Fitter Union performing stainless steel pipe installations on commercial and industrial projects. With over 20 years of experience, Mark oversees plumbing means and methods in addition to general fountain construction. His state certifications include licensed Plumbing Contractor, licensed Mechanical Contractor, and licensed Pollutant Systems Storage Contractor. He is also a NSPF Commercial Pool Operator, and a Certified Back Flow Preventer tester and installer.

Robert heads up the drafting and imaging departments of Freeport’s Engineering Studio. His experience in Computer Assisted Drafting and his innovative approach to engineering design keeps Freeport Fountains on the cutting edge of emerging technologies including BIM & 3D Modeling.
